This was taken by my father who is a trooper off the thruway on his cell phone yesterday afternoon. He said it was a rotating funnel cloud completely sideways. And you can see it under the cloud line.

Is this Utica? I can see Smith Hill in the distance. Your probably on the east bound lane of I 90 or 5,49 near N Genesee St. and Exit 31. Your looking NNE toward Smith Hill. If that is a funnel I wonder why WKTV staff didn't notice.
