Local school districts have until Friday to submit updated reopening plans

School districts across New York that have not submitted reopening plans, or have submitted deficient plans, have until Friday to send them to the state.

ALBANY, N.Y. – School districts across New York that have not submitted reopening plans, or have submitted deficient plans, have until Friday to send them to the state. 

During a conference call Monday, Gov. Andrew Cuomo said 107 districts have not submitted a plan. He says if those schools do not have the plans in by Friday, they will not be able to reopen for in-person learning.

“For those 107 school districts, how you didn't submit a plan is beyond me. But they didn't submit a plan to DOH or SED,” said Cuomo. “If they don't submit a plan by this Friday, they can't open. So, maybe they just have determined that they don't want to open, which is the only logical conclusion. But if they think they're going to open, then they have to have their plan in by Friday. Period.”

Others that sent incomplete plans, will be receiving a letter from the State Department of Health (DOH), and a call to advise them of the sections in their plan that needs to be revised.

Cuomo advised all districts last week to have at least three to five meetings with parents and teachers before Aug. 21, to answer questions and get feedback on the plans

Below are the local school districts listed as having missing or incomplete plans:

  • Camden
  • Cooperstown
  • Central Valley Academy
  • Oriskany
  • Richfield Springs
  • Utica
  • Van Hornsville (Owen D. Young)
  • Waterville
  • Worcester

All of the districts above do have plans posted to the school websites. It is not yet clear why each plans was considered incomplete, but senior advisor to the governor, Rich Azzopardi, said districts may have failed to file the plans as required. He released the following statement Monday afternoon:

"The list of districts that didn't file a plan with the state Department of Health is accurate. Despite clear guidance provided to these schools, which included a link to the DOH portal, some districts in follow-up calls said they filed with the State Education Department - which is not an executive agency - but didn't file with DOH. Others filled out an affirmation certifying that they would be abiding by the state's reopening guidance, but didn't actually submit their plan, something many of these districts are now rectifying."

The Utica district sent the following statement to NEWSChannel 2, clarifying that their plan was submitted on time, but they were missing an affirmation, which was sent to the DOH Monday:

“Our detailed school reopening plan was submitted on July 31, 2020 in accordance with the state’s deadline, and was also posted to the school district website on that date. We received confirmation from the New York State Education Department that the plan was submitted to the state on time. We needed to complete the affirmation for the New York State Department of Health."
