Rome police arrest man who fled traffic stop, claimed to have gun

A Rome man with multiple active warrants was arrested on Monday after attempting to flee police, while claiming he had a gun.

ROME, N.Y. – A Rome man with multiple active warrants was arrested on Monday after fleeing police during a traffic stop, while claiming he had a gun.

Around 1:30 p.m., patrol officers saw Richard Cayton driving on Black River Boulevard near Franklyn’s Field. The officers knew there were warrants out for Cayton’s arrest, and say he has a history of running from authorities.

The officers stopped Cayton near Rose Garden Apartments, when he immediately got out of his vehicle and ran from the area. Police pursued him on foot until they lost sight of him, and called in K-9 backup.

Police found Cayton running behind Urbandale apartment complex, where he started yelling to the officers, saying he had a gun.

The officers lost sight of him again, but with the help of K-9 Spock, found Cayton inside a storage area at the back of the complex.

Cayton again told officers he had a gun, and claimed he had explosives as well.

Authorities evacuated some of the Urbandale residents for safety reasons, as they worked on negotiating with Cayton.

After several hours, Cayton surrendered peacefully.

When Cayton was arrested, police found a knife and another edged weapon on him, but no gun or explosives.

Cayton was held for arraignment on charges of unlawful imprisonment, menacing and criminal obstruction of breathing, in connection with a domestic incident that took place in June. A warrant was also signed for a parole violation.

Cayton is also facing several other charges from incidents that occurred throughout the summer.

He was arrested in Lewis County on June 4, and was charged with criminal possession of a controlled substance, use of drug paraphernalia and false impersonation.

Then on July 28, he was stopped by authorities and failed to comply with the officers. He was charged with failure to comply, aggravated unlicensed operation and unlicensed operator. Police say narcotics were found at the scene, and they are awaiting lab test results, which may result in further charges.

Cayton also fled the scene of a traffic stop on Aug. 19.
